Round table: Russian energy strategy and implications for Australia

Energy Policy Workshop - Round table, August 2019

This Jean Monnet Energy Policy Workshop was supported by the Erasmus+ Programme of the European Union

An invitation only round table discussion was held at the ANU Centre for European Studies that looked at Russia's Asia Pacific energy interests and the implications for Australia. This event brought together energy experts from around the world to present and discuss the energy strategies of Russia, Australia and the Asia-Pacific more broadly.

Session one saw presentations dealing with the Asia-Pacific energy outlook. Mr Shoichi Itoh of the Institute of Energy Economics, Japan, presented the market outlook and the proccesses of energy securitization. Associate Professor Morena Skalamera from Leiden University analysed Russia's foray into the Asian energy market.

Session two focussed on Russia's foreign energy strategy. Professor Jakub M Godzimirski from the Norwegian Institute of International Affairs presented on the Russian grand strategy and energy resources in the Asian dimension. Wesleyan University's Professor Peter Rutland explored Russia's power and energy policy post-annexation of Crimea.

Session three included presentations and discussions on Sino-Russian energy relations. Dr Bobo Lo (independent analyst) gave insights into the role of energy in Sino-Russian relations. Professor Keun-Wook Paik from the Oxford Insititute of Energy Studies outlined the intricacies of Russian energy firms in the Eastern market. This was followed by a presentation from Air Vice-Marshal John Blackburn AO (retd), now Chair of the Institute for Integrated Economic Research, who offered insights to Australia's approach to energy security.

Session four focussed on Russian energy strategy into 2020 and beyond. Dr Maria Shagina of Ritsumeikan University presented her analysis of the impact of sanctions and Moscow's adaption strategies. Associate Professor Stephen Fortescue from the University of New South Wales offered predictions for the future of Russian coal exports ino the Asia-Pacific. Finally, Associate Professor Tatiana Romanova from St Petersburg University disseminated Russia's 2019 Energy Security Doctrine and highlighted the topics of debate around it in Russia.
